As the United Nations lead agency on international development, UNDP works in 170 countries and territories to eradicate poverty and reduce inequality. We help countries to develop policies, leadership skills, partnering abilities, institutional capabilities, and to build resilience to achieve the Sustainable Development Goals. Our work is concentrated in three focus areas; sustainable development, democratic governance and peacebuilding, and climate and disaster resilience.

Context

The Youth Employment Assistant will work in close collaboration with Youth Employment Coordinator and other YEES team member to oversee the youth employment component. The Youth Employment Assistant will particularly provide services on project coordination and partnership building, operations, and financial management, as well as capacity building and knowledge management at four different project locations.

Organization mission and objectives

Youth Employment and Entrepreneurship Skills (YEES) Project aims to tackle two most pressing issues in Timor Leste’s youth employment: 1) limited opportunity of being employed and 2) limited opportunity of being entrepreneurs for youth and migrant workers. The project is mainly funded by Korea International Cooperation Agency (KOICA) for six years starting in 2022. This project will focus on producing two medium-term sub-outcomes: 1) youth become employed and 2) youth become entrepreneurs, which will contribute to UNSDCF/CPD outcome 2: By 2025, institutions and people throughout Timor-Leste in all their diversity, especially women and youth, benefit from sustainable economic opportunities and decent work to reduce poverty, with three interrelated outputs:
  • Output 1: Youth obtain skills, competencies and knowledge to be employed.
  • Output 2: Service providers are available to deliver holistic support to enhance employability.
  • Output 3: Youth, including migrants/returnees, obtain skills, knowledge and services to start or expand their busine


Task Description

Under the direct supervision of YEES project manager, the UN Volunteer will undertake the following tasks:
  • Support and Facilitate design and ensure maintenance and operation of a job-matching platform with jobs providers and jobs seekers;
  • Assist in designing and running of a 4-month structured internship programme where interns receive a pre-internship orientation and training;
  • Assist the coordinators to identify host organizations (e.g. private business, NGOs, engineering (rms, etc.) placement, mentoring and monitoring of interns and their success;
  • Support and Coordinate with assigned mentors work plans of each intern with deliverables, peer-to-peer sharing sessions, and (presentation of their experience and learning;
  • Provide Support to Coordinate soft skills trainings on teamwork, communications, task organization, time management, presentation techniques, CV preparation, job applications, and job interviews to help trainees and interns to transit to regular jobs;
  • Organize additional sessions to women, interns with disability and from other excluded social groups as per their specific needs.
  • Assist to organize other events relevant to employability and youth economic and social empowerment such as confidence building motivational sessions with invited speakers who can be considered as role models, networking events, etc.
  • Support establishment of permanent partnership mechanisms between SSYS, employers and other stakeholders on youth issues;
  • Ensure oversight and track progress of interns in host institutions;
  • Ensure overall coordination and track progress of the internship program as per log frame and work plans;
  • Monitor internship activities versus set targets and indicators;
  • Ensure timely and quality delivery of baseline, monitoring, evaluation plans and reports regarding internship program (flash, progress and final).
  • Support to organize session on career counselling and coaching to youth.
  • Provide support to organize a job fair event.


Eligibility criteria

Age: 18 - 26

Nationality: Candidate must be a national of a country other than the country of assignment.

Additional eligibility criteria
This assignment is funded by the Government of Korea and therefore specific criteria apply:
  • Candidates must be Korean nationals.
  • Candidates must be between 22 and 29 years old at the time of application. NOTE: If you are older than 26 when applying, the system will display a notification that the ’application does not meet the eligibility criteria’. Please disregard this notification and submit your application.
  • Candidates who have already served as UN Youth Volunteer funded by the Government of Korea are not eligible to apply (former UN University Volunteers are eligible).
  • Candidates may apply to a maximum of three assignments and indicate the order of preference in the ‘Additional remarks’ field when filling in the application form.
  • Only shortlisted candidates will be contacted. The selection will be done by the UN Host Entity at the level of the country of assignment.
